Fime has completed Photo ID data model testing for TOPPAN Security’s iOS and Android implementations, with both passing all applicable test cases against ISO/IEC TS 23220-4:2026, Annex C. This milestone supports the development of interoperable digital identity solutions based on international standards.
Assessing implementations against international standards
Digital identity is evolving rapidly as governments, issuers and technology providers develop new ways to represent and verify identity information on mobile devices. International standards play an important role in enabling these solutions to work consistently across different applications, devices and ecosystems.
Photo ID is a digital identity document held on a mobile device. Defined in an ISO specification, it can carry identity data comparable to that stored on a passport chip, including the holder’s photograph. Its potential applications extend across national identity programs and international use cases, including travel and other services requiring reliable identity verification.
As adoption grows, independent testing helps assess whether implementations meet the relevant requirements of published specifications, providing evidence that can support confidence among governments, issuers and ecosystem partners.
Successful testing on iOS and Android
Fime conducted data model testing of Photo ID credentials held in TOPPAN Security’s iOS and Android applications against ISO/IEC TS 23220-4:2026, Annex C.
Both implementations passed all applicable data model test cases. TOPPAN Security is the first company to successfully complete Fime’s Photo ID data model testing on both mobile platforms.
The results provide independent evidence that the tested implementations meet the relevant data model requirements of the specification. TOPPAN Security’s implementations have also been included in Fime’s public list of tested digital identity products.

The adoption of common technical specifications is an important step toward enabling digital identity solutions to operate consistently across products and services.
Independent assessment against these specifications helps stakeholders understand how implementations meet defined requirements and supports the development of a more interoperable ecosystem.
